good question, but i guess hylis want tm turbo as a "PLAY" only game, otherwise it would be really ridiculous for the MP-Community.
He mentioned that: if you like the game (TMTurbo) you can go to the maniaplanet game and go on the creativity stuff as well.

so, my interpretation is that it won't exist moding in the way we used to be.

But to have more infos, we have to wait a bit more, because the release date should be around november, so there is some space to implement some creation tools too... we will see :)

TmTurbo will only have a track editor probably and maybe some basic MT. Nothing confirmed though. All other things are not possible I guess because of console restrictions (modding, titlepacks, car skins etc.)
This game is purely meant for casual players, nothing really interesting for us folks :D

As long as it has a track builder it will always be possible to make adventure maps :D
