Transparency from cache

I was going to release a new track tonight. At my last test I cleared the cache and made the game download my mod via the locator. When I ran the game this happened:

The edging of the 'bubblewrap' window is defaulting to the TM standard texture, and the bubblewrap transparency is showing other parts of the track that it shouldn't.

When I copied the same .zip file straight into the mod folder, it looks like this:

Which is correct.

Is the game not reading the cache properly?
Has anyone else had this and found a fix?
I'm a bit stuck on what to do here, as anyone using locators will get distorted graphics and probably say 'not very nice things' about me and the track.
